Changed the way CONTROL.DAT is written so that it now writes
the name and number of any Forum a user is a member of or CAN
be a member of if he/she isn't and yet the Forum is Public. The
Forums are also now listed in numerical order.

QWK/REP will now allow a user to send up messages to the BBS using
his or her handle.
Generally, a QWK program should ignore any messages that a user
tries to send if those messages don't bear the user's name as the
sender. This is because a Mail Reader is basically an extension
to the BBS's Message Functions. Many Mail Readers, however, will
allow a user to enter whatever name he/she likes in the FROM field
of a message. A user should enter messages using the same name he/she
uses on the BBS. This is the reason QWK programs filter messages
and if a message is not from the user, the message will be skipped.
This filtering causes problems for Boards that have Forums which
allow Handles. If a user tries to send up messages where the
messages are FROM his or her Handle, the messages will be skipped.
QWK/REP will now check a User's Handle if the Forum where the
messages being imported allows Handles. In order for this to
work correctly, the User's Handle must be "permanent" (i.e., the
user doesn't enter a Handle "on the fly" when joining Forums).
In relation to the above, QWK will now Export a Private Message if
that message is TO the User's Handle and the Forum the message is
being Exported from allows Handles. Previously, these messages
were being skipped.
